Which costume is best? (pics)?

Its my nephew and niece's birthday party next month and its a fancy dress party, need ideas on what costume please.

My nephew will be 1 and my niece will be 3.

But the other guests are a mixture of ages.

Hannah Montana: Of course for that one i would make it, try and find clothes like hers and then buy a wig... my hair is short. lol
